Southwestern Community Action Council, Inc. (SCAC) is a private non-profit 501c3 agency whose mission is to facilitate the social and economic well-being of low-income families in Cabell, Lincoln, Mason, and Wayne counties in West Virginia. Southwestern receives various federal, state and local grants toward this end as well as public and private donations.

The central office is located at 540 5th Avenue, Huntington, West Virginia. SCAC administers the Mature Worker Program, Head Start/Early Head Start, Mason County Homeless Shelter, Weatherization Assistance Program, Case Management/Homemakers, and VA services. Also, SCAC provides a variety of services to income-eligible individuals in Cabell, Lincoln, Mason, and Wayne counties both directly and via contracts that provide Community Services Block Grant funding to Lincoln County Opportunity Company, Inc. (LCOC) and Wayne County Community Services Organization, Inc. (WCCSO).

The Southwestern Community Action Council, Inc. Board of Directors is a body of individuals representing the four-county area of Cabell, Lincoln, Mason, and Wayne who set policies and approve the programs that are offered to its low-income citizens. One third of its members represent the public sector, one third represent the private sector, and one third represent low-income people. Four members represent each sector and one member is selected from the Head Start Policy Council for a total of twelve members. The board meets every other month and ratifies action taken by various committees comprised of board members that meet between full board meetings.

Southwestern is a true regional leader in the development and provision of a comprehensive, integrated array of community services provided by qualified, highly trained, client-centered staff. Its mission is to provide quality services to low-income individuals and families, moving them toward self-sufficiency and improving their quality of life.
